How to Apply for a DMP Online

APPLYING FOR INSTANT/LIMITED AND BONUS/UNLIMITED DEER MANAGEMENT PERMITS (DMPs)

Step 1: In order to purchase a DMP you will need to have a hunting license in your shopping cart or already hold the current license years annual or lifetime hunting license. To purchase a license go to https://decals.east.licensing.app. If you have an online account you will need to login. If you do not have an online account you will need to create one by click on “Sign Up” in the upper right corner of the webpage (Click HERE for instructions How to create/register for an online account).

Step 2: Once you are in your online account, click on “Buy Licenses”

Step 3: Click on the “+” next to the hunting license you wish to add to your cart and purchase. If you hold a lifetime hunting license or already purchased an annual hunting license for the current license year you can skip this step.

Step 4: To apply for a DMP click on “Apply for DMP” located on the top of the page.

Step 5: Once the Deer Management Permit Application page opens, click on the “Apply” button.

Step 6: You will now be asked about your landowner status. If you do not own 50 or more contiguous acres within a WMU, check “No” and then the “Submit” button. If you do, check “Yes” and then the “Submit” button. Landowners must enter the SWIS Code, Tax Map ID and WMU for each parcel of land that makes up the 50 or more acres within the WMU they will be applying for and click the “Save Eligibility” button.

Step 7: After stating that you are not a landowner or after entering your landowner information you will be brought to the webpage where you will now select the WMUs that you wish to apply for. You will have the opportunity to apply for 2 Instant/Limited DMPs and 2 Bonus/Unlimited DMPs. Instant/Limited DMPs are subject to the Chances of Selection and criteria found on the DEC website HERE. Bonus/Unlimited DMPs are set to a 100% chance of selection and will not have any effect on preference points. More information on Bonus/Unlimited DMPs can be found HERE.

Step 8: You can filter the WMUs by checking and unchecking the boxes next to Bonus/Unlimited and Instant/Limited or show all WMUs by leaving both selections checked.

Step 9: You can scroll through the WMUs in the list to the left of the map. Each unit is labeled as Bonus/Unlimited and Instant/Limited. Each of these DMP types have a color coded “+” button, yellow for Bonus/Unlimited and blue for Instant/Limited. If you added landowner information and updated it for the current license year, your WMU will also be labeled as “Landowner”. If you are a landowner and the WMU that you own 50 or more acres in is not labeled “Landowner” you need to go back into your profile and update your landowner information.

Step 10: As you select WMUs from the WMU list by clicking in the “+” button, you will see a pop-up box that indicates the WMU selected. To continue you will then click the button that states which choice you made (“Make this my….choice”). Once you confirm the selection, it will be added to the “Selected Choices” to the right of the map.

Step 11: Once you have made all your selections you will see them listed in the “Selected Choices” box. If you need to change a selection you can click on the “X” to the right of each WMU to remove it and then you will have the ability to make another choice. If you have the correct WMUs selected, but in the wrong order, you can click on the “=” to the left of each selection and drag that WMU above or below the other unit in the same choice category. Once you have made sure you have the correct WMUs selected and in the correct order (and if you are a landowner, you see your WMU is labeled “Landowner”), click on the “Submit all choices above” button. Note: You are only guaranteed Landowner DMPs in open WMUs and when applied for as your 1^st choice.

Step 12: Once you submit your choices you will have another opportunity to review them. At this point if you need to make a change, you can click the “Change” button. If you wish to purchase other license or items, you can click the “Continue Shopping” button. If you are ready to checkout, click the “Checkout” button.

Step 13: Once you complete the checkout process you will be presented with your DMP lottery results, and your current preference point total. Instant/Limited choices are based on the Chances of Selection (linked above) while Bonus/Unlimited DMPs are set to 100% issuance and will show as “Awarded”. To close this box, click on “Dismiss”.

Step 14: You will now be able to see the receipt for the transaction you just completed. If you wish to print your items (licenses, privileges, permits, carcass tags, etc), you can click on the “Print Licenses” button located in several spots on this page.

Step 15: At the bottom of this page, you have the options to print your items, print a receipt or to go back to your “My Account” page.

Step 16: With your transaction complete, any licenses, privileges, permits or carcass tags, including DMPs, will be available in your online DECALS profile and in the HuntFishNY mobile app.
